The Ls ComCSIRT (the Team), established by the Lesotho Communications Authority (LCA), is the designated computer incident response team for the communications sector in Lesotho. The Team’s mandate is to enhance the cybersecurity resilience of the communications sector by delivering specialized incident response services, conducting threat intelligence activities and implementing proactive security measures.

The mission of the Ls ComCSIRT is to enhance the cybersecurity posture of the communications sector by focusing on the detection, prevention, response and recovery. We provide expert advisory services, coordinate incidence response efforts and promote resilliance through continuous education and awareness programs. We aim to create a secure and robust environment that supports the sector’s operational continuity and digital growth by fostering collaboration, sharing threats intelligence and promoting best practices.

The Ls ComCSIRT coordinates cybersecurity incidents on behalf of its constituency, without extending its authority beyond this scope. However, the Team is expected to offer operational, best practice, and non-binding recommendations as part of their work. The responsibility for implementing these recommendations rests solely with the recipients, not with the team itself.

Ls ComCSIRT Responsibilities

The Ls ComCSIRT has the following specific responsibilities:

  • Prevention

    Provide guidance on preventive measures aimed at avoiding cybersecurity incidents and minimising their impact when they occur.

  • Detection

    Identify cybersecurity incidents by collaborating with other sectorial CSIRTs, the national CSIRT, regional and global CSIRTs.

  • Resolution

    Provide support to mitigate cybersecurity incidents on behalf of the constituency and provide guidance on resolving such incidents when possible.

  • Advice

    While this advice may be provided upon request, the Ls ComCSIRT has the obligation to provide necessary recommendations.
